CTEE is conceived to take advantage of the computers available through Volunteers Association of Bangladesh’s sister project the Computer Literacy Program (CLP).  It is conceived that CLP and CTEE are compliment each other. In the first hand, CTEE can only work if the beneficiaries have access to computers and that requirement is met by the CLP. On the other hand since virtually all software, internet content and knowledge based CDs are in English, the beneficiaries of CLP will improve their computer and related skills with improved English proficiencies.

There is a programmatic difference between the conceived implementation of CTEE from that of CLP. CLP instruction is given by teachers paid by CLP and during hours outside the mainstream curriculum. CTEE on the contrary will be used by mainstream English teachers to supplement their teaching tools.  The CTEE Program thus perceives dual benefits. The mainstream English teachers is likely to embrace this tool to complement their daunting effort in teaching a foreign and unfamiliar language to Bengali speaking and underprivileged youths. At the same time the improved English comprehension will help the youths to further their computer learning process.
